As far as I know, they can lay eggs untill they die. They're not like humans and other mammals where we have a stopping point at a certain age range. Also, when it comes to humans atleast, children born from older females tend to end up with more health issues then children born from younger females. This however is the exact opposite of fish, an older female fish will produce more, healthier, and faster growing fry then a younger female will.

I believe what you are seeing is the genital papilla, it's the female reproductive organ. The female keeps this tube retracted in their body while in adolescence; however, once the female reaches breeding age and is encourage by a suitable male they will often begin dropping their tube in preparation for breeding. Generally speaking you will often see them drag this appendage across breeding pots and other surfaces, it’s how they determine whether the surface is suitable for egg laying.
