Yes strong possibility it could grow back but as long as part of dorsal fin is there. Also may not grow back evenly.
In many cases a fin tore off at or down to the body will not grow back.

It's possible, but I suspect it may not...it's down all the way to the base of the dorsal/body of the fish, which often is too much damage to grow back.
I also think probably not. I had an WC Apistogramma like that, it never grew back.
It probably will not grow back as it looks like there was damage to the area where the fin grows from the body. This usually scars over and prevents new soft tissue from growing, unfortunately. I have many acaras like it.
