I was hoping to grow out my FATF with a vattatus and was wondering if it might be too risky or if it is possible what would be some recommendations on how to do it?

Can't say I have any personal experience with these fish (on my wish list!), but I've seen them several times at different LFS here and they do keep them together in big displays. The biggest I've seen together were up to 30cm long, so not sure about long term compatibility.

Tinfoil barbs, any bottom feeder will be compatible as long as it’s not gonna outgrow the tiger fish
Would it be safe to assume that a small common Pleco and a few tinfoil barb’s could go in his 60 gallon grow out tank with him?

Yes although I’d keep tank mates to a minimum unless you’ll be willing to upgrade to a 8x2x2 within the next 2-3 years
Eventually, I plan on upgrading to a 125 with a couple of my other predatory fish that I have but I might set him up his own 125 for him and my indo pacific tarpon while I continue to grow them out since he also doesn’t get that big I might just have the tank focused around him and some heavy flow
