No not really, they general hang out around the surface, they are usually found in rice patties in shallow "puddles", they can survive on low oxygen being a "labyrinth" fish (meaning they can breath air somewhat)
White clouds are shoaling fish and do best in groups. My vote goes to Betta splendens. They are hardy and easy to care for. They can be kept in a tank that size. And are really the only thing I would suggest for it. The males with long fins are very inactive. Mine just spend all day lounging on the plants. Females and short-finned males tend to be more active and like a little more room.
