He needs to by them by the pound, not a dozen or two at a time. Some water lillies will provide cover and spawn sites.

Lillies will kill two birds. They will spawn on the underside of the leaves and shelter the fry. Have him plant them in 2-3 foot of water around the pond in differnt areas and depths. Contact local Koi/pond clubs in the area for other plants and lily divisions once the weather breaks. As long as the pond won't flood into native lakes or streams, some of the hardy lillies and Lotus can be used. Some can spread 10' wide providing shelter for everyone in the pond.

he just added a 6" yellow bullhead catfish... And he told me that his mother is making his dad get rid of the Koi so that they can go fishing in it.
Well no much of a update but i did find lots of guppies in the pond that i put in there in the summer time...
