10 gallon stocking advice

Hello so my little brother is showing interest in my bigger tanks and would like to setup a 10g planted tank with my help I dont really mess with nano fish but he has picked out fish he likes and I want to run it through other members so...
1-german ram
6-10 chili rasbora
10 cherry shrimp he would like to breed these
so what do you think?

I would do 6 neon tetras or ember tetras then maybe the ram. the shrimp may get eaten by the ram

why not a pea puffer? or like 3 of them

edit; get a bowl with shrimp and breed them
