Since your getting shrimp, I noticed all cichlids love eaten them. I saw a pair of little 1 inch dwarf cichlids take down large cherry shrimps in a display tank.
Your idea with badis, rasboras, and shrimps would work. 3 badis(1 male, 2 female), 10 rasboras, and 10 shrimp.

ok so they wont really mess with the shrimp? and it will be heavily planted so the baby shrimp will have the best chance of survival
also I have heard female badis are hard to find is this true?

Cherry shrimp first, once aquarium is cycled (the are hardy shrimp but still more sensitive than fish). Establish the first generation. They breed without hesitation. Provide hiding and they’ll outlast whatever

what would be best for substrate? fluval stratum is expensive what about a dirted tank?
