Clown loaches are not the most hardy fish when it comes to chemicals in water. I would not put any untreated water in my clown loach tank. It might work in a tank with oscars but even that could be somewhat of a calculated risk.
 
From what I have read about chloramine, it will not harm your fish but it will kill the beneficial bacteria. I guess that could eventually harm the fish if the cycle is reversed.
 
it all depends on your water source.

When i lived in upstate NY, we had a well that got its water straight from a natural spring. That water was pristine and i never needed conditioner.

The water here in san diego is all kinds of nasty.
Conditioner is a necessity.

The chorine/chloramine kills the beneficial bacteria. Bacteria dies, filters dont detoxify ammonia/nitrite = dead fish. Usually this happens with large amounts of untreated water.
But enough little water changes in a row will have the same effect.
