I just bought a brand new 100 gallon tank with stand and lights for 279.99 as well as an aquaclear HOB filter rated for 100 gallons, a 400 watt heater, and some fine grain gravel.
Is this filter sufficient? Would this size tank require a sump?

Now for the fun part, what should i stock it with when it's done cycling?
I'm thinking i want either some pictus catfish or some clown loaches. My parents want this to be a very attractive tank; it's going in the living room. Any ideas? My dad likes the "sharks": bala shark, red tailed, rainbow. I've been considering a freshwater eel of some sort too, or an ornage bichir... gimme your ideas.

over time you WILL want a bigger tank so i'd get stuff that'll stay fine for some years but may outgrow it. It might take a decade but clown loaches could outgrow that tank. I'd go for silver or play sand, a few big pebbles, some very branchy driftwood with about half dozen clown loaches, a fire eel as a centre piece, a couple of little queen arabesque (L260) plecs, and a small shoal of 4 or more torpedo barbs (sometimes called red line or denisonii barbs) as opposed to bala sharks which will get big fast.

if u like cats I would go with syndontis they wont outgrow the 100 gallon balas r cool africans would be awesome if u have coral either stick with africans or the smaller chiclids rainbow sharks do well with clown loaches

i really like this idea... could i keep a red tailed shark in this tank as well? are fire eels brackish in nature? i read that somewhere...

You could do but I've found that they can have a strange fetish for orange and black striped fish and have always hassled clown loaches or tiger barbs to death. Fire eel are simply awesome, not brackish. Mine is 20 inches + and eats by hand feeding only and dances as soon as i get near the tank. Also loves to be petted! There should be pics of him if you click on my sig.

I see you're a snake charmer, or is he charming you? beautiful eel. Canthey be kept with med. sized ca/sa cichlids

You could do a moderately planted semi-aggressive community tank (redtail or rainbow shark, group of loaches or cories, rams or other small cichlids, various small schoolers like danios/rasboras/tetras, and maybe some sort of invert).

Set it up with lots of caves and hiding spots to minimize aggression.

go with black sand. and ornate bichers
