Fire eels can be kept with almost anything. Not aggressive at all. They have little to no interest in anything that's not an earthworm.
I'd also say definitely more filtration needed.
would another HOB rated for 100 gallons on the other side of the tank be sufficient?

maybe a couple of discus and angels?
large cyprinids and schooling fish for sure. get a large number of a few species. that looks really good.
