Sand substrate with 6 inches of shore at one end, you could build this up using pieces of slate/other rocks to support the bank. about 12" deep water in the rest of the tank.
Becuase the volume of water in the tank would be low you'd need some pretty serious filtration.
Still, it would look amazing if done well, a little slice of a tropical shoreline.
