ok so about $20 per linear foot of 20' wide 45mm EPDM (??) liner.. sound good?
and for an underlayment am i pretty much stuck with sand?

Carpet pad will work, but will also break down over time. If using it, make sure any small rocks and debris are cleaned b4 you install the liner

Turtles are mischievous, but no more bio load than a 20lb koi. Take a look at this site for some good pond building info:http://www.worldwidekoiclub.org/index.php?option=com_content&task=blogcategory&id=31&Itemid=119

Specifically here for filters:

For epdm liner prices email some of the sellers on ebay. Pond liner and shipping jumped huge with oil prices, but you should still be able to get it for much less than $1 sq ft. shipped.

* 1hp pump running @ 8 amps = 1760 watts = $126.72 per month @ $0.10 per kwH

Use a pump built for a pond and the savings add up quickly, here is a quick comparison chart someone else posted online.
