Finished my pond for my banded bamboo sharks and for the last 3 weeks haven't figured out how I want to plumb it..should I put a pump in the pond to go over the side into a sump and another pumping water into the pond or should I drill bulkheads into the liner?
 
The danger w a pump pumping outward to the sump is that if for any reason the return pump stops you will effectively drain the pond and flood whatever area the pond is in w salt water.
I would recommend bulkheads or an external skimmer box like on an above ground swimming pool 🤙🏼
You could hard pipe something like this to your sump…

Here's my thought on that though..what if I kept the pump high enough that incase it did stop pumping the sump would hand the amount until it stops siphoning. Im just worried about leaks with bulkheads
 
You would need a very large sump for that kind of peace of mind.
Many of us use bulkheads on our drilled tanks. Mine have never leaked.
The skimmer box on my pool has never leaked around the gasket attachment.
What material did you make the pond out of? What material is the liner?
 
The sump is going to be around 200 gallons. Yeah all my other tanks have bulkheads as well. Shell of the pond is 2x6 3/4 plywood for the inside. Its a 45mil pond liner

An alternative would be if you're able to drill an overflow into the main tank and have it running to waste or outside. In the case of pump failure this protects you and you can place the pump wherever you want. In my experience you will want it close to the bottom anyway to carry sinking debris into your sump
