Does the stream flow year round? How is the flow? 18" x 4" could be some serious water volume, and you wouldn't need any filtration at all.

I would check into the status of the stream. even though it only flows part of the time if it is considered a waterway you could get into trouble by digging into it. but on the otherhand if you are "maintaining" the stream and makeing it sustainable you may be able to get partial funding for it if you word your application right. just a little food for thought
