My Betta is in a 3 gal, and I currently have a filter rated for 30 gallons that I modified to do less on the tank. I think this would be a perfect, cheap replacement. I just need to find something that does a little less flow.

They do 120 lph hobs as well, which would work just as well, giving you 10x turnover
 
How well does the flow rate adjuster work on the filter? I'm thinking about getting one of these for my Betta, but I would need the flow rate to be decreased.

Works quite well, can reduce it dramatically if needed; it's really not that powerful though
 
With the amount of plants you use would a filter be unnecessary in a tank of 20litres or more?

It could probably be done, but depends on livestock; filters generally make everything better, from shrimp to plants etc, even without a filter you'd still need surface agitation etc and circulation, so it makes sense to just do one. The exceptions I've seen, are of Pico bowls etc, but these are likely to be maintained by water changes very frequently

Just 3 plucky "volunteers" just now lol, to see if the water is ok; they look well though, I'm getting brown diatoms, hoping it fades out though, the light is only 4 watt over 12 litres, so 0.3wpl. I'll add more and hopefully get them breeding regularly.

Ive ordered another 12x8x8, once cycled I'm gonna take the plunge on crystal reds I think, I've got RO water sorted, TDS meter, Gh and Kh kits on hand, and plan on purchasing reminersalising agent.
 
To be honest, if you can find a local breeder for Crytals, you may find you dont need to tamper as much as you think with the water...

But if they are coming from an overseas source, then trickier to say, since over here my water is quite soft with a PH out the Tap of around 6ish

So my tank water can drop down to a PH of around 5 with all the wood etc...
