No, the shocking power of an electric discharge does not travel far in water. Mine had to pretty much touch my skin to feel the shock. Have you looked up care/datasheets available in abundance on-line?
 
I had one about 22 inches and it hit my hands and shocked me and it sent me right to the floor the shock is real not BS believe me and as far as active goes mine was active all day long even lights on he never stopped moving so I guess it depends on fish just be careful and take great care when around him I've seen videos of them shocking people and sending them right over the side of the boat or right to the ground like I did and just FYI as they grow the shock grows with them

an lfs i went to once had a huge one on display and the owner kept a grounding wire in there lol

Fully agreed. 3' adults produce about 350 V (electric eels produce up to 650 V).

Activity level is also usually directly proportional to size.
