I'de replace the top brace structure.. you can see where they where removed. 75$ for a 180 is a steal.. I wouldn't trust that tank past the 40% mark with water .. might bow and pop a seal if the seals are still good.

Depends on how much time you want to put into it. You could just weld a brace to slide down over top. I would def do that before you fill it up. Get the bracing done first, then test it with water.
