If you go for Puffer make it a puffer-only tank or your Puffer will most likely do that for you!
I got some Guppies in with my Puffer and he ignores them.
I've seen Puffer attack big fish like Oscars and they can and will kill any tankmates at will.I wouldn't risk it.
Eels and knifefish are cool together, your footprint of your tank may be too small for Rays.

Also... could i get a fire eel, a tiretrack eel, a stingray, and a bunch of types of knifefish (i know the same types arent good together, but what about different types?), and a couple of catfish?

You can keep Centipede, Brown Ghost, African Black, and Glass Knifefish with multiples of their own kind. Otherwise, yes.

I recommend getting some bichirs and elephant noses too, since they'll all apart of the semi-aggressive carnivore group.
