probably try a mixed shoal of Serrasalmus inc rhoms, manuelli elongs.... might work in a tank that size...

I would do something similar to what Vincent has, a platinum tank, alternatively you could do a heavily planted Amazon River biotope, possibilities are endless...for both the tank and your budget....
