Craigslist is your best bet for cheap live rock.

I would put the pvc under the live rock so it looks good. :D
 
Keep in mind live rock is often the bio-filter for marine tanks. If you're got some other form of bio-filter in the sump, "live" rock isn't needed, you could use regular tuffa rock, plastic ornaments, etc.

The actual weight of the rock isn't really important, it's the space it fills. For example, you'd be much better off with porous, lightweight rock filling 1/3 of the tank rather than super-dense "live concrete" that weighs three times as much and fills the same space. I used to have big, thick rock "branches" in with my eels.

For stocking, lions are really mellow with anything they can't swallow. Ditto with eels, so as long as you're careful with species, it shouldn't be a problem.
 
This really depends on the fish. I used to think lions were mellow as well. My last one RAN my 125g...he would leave mouth marks on my angel fish and pretty much anything else that entered his little bubble.
 
Maybe I should take a picture of what I was told Tuffa rock is??? I think Tuffa rock is WAY more porous then Live Rock is... Maybe what I have is not what you guys are thinking of? Ill post pix tonight when I get home from work!

Tuffa is fairly light and porous, but I'm talking about LR with all sorts of passages and channels through it, typically formed from SPS coral skeletons. You get water movement through the rock itself.
 
OK... Well now that I found such cheap LR and bought a flat 50g sump I will be using mostly LR... I now have a 42X24 footprint sump so I can place a lot more mock in there... This weekend I am going to set up and plumb my tank and try to get water in it.
