Yup. All puffers will grow to large for that tank, and are very messy. They need more room, lots of filtration, and a heater. I would second the white clouds, or possibly the guppies. The afc sounds cool too. If your looking for an odball fish, good luck. Most of them stay fairly large. The dwarf puffers would be okay until their about an inch long, then would need at least a five gallon. You would also ned to use both the undergravel and hang on back. Also, realize that puffers need some hard food, to keep their teeth down, and some won't even eat prepared foods.
