I'm thinking a HOB filter may not work with a 3D background as it would prevent the intake from going into the tank if you put if flush up against the tank. If you plan on hiding the equipment behind the background, then the filter will only be picking up any debris behind the background and not in the tank. Save up for a canister as it would be easier to play with. What's your budget for a filter?

That is what I was thinking.The only remedy I could think of is to drill an intake hole in the background close to the intake of the filter and cover it with mesh.I'd like to spend around 50 or 60 bucks tops.
 
Unfortunately, they are out at the moment, but I found this canister for you that's rated for a 20g tank and around your price range. There's more on options if you're willing to spend at least $75-$85. However, personally, I'd usually go with something that's double the rate for my tanks. And at that point, you'll probably be looking at over $100.

That canister looks mad cheap...
 
I would go with an AC 30/50 and put it on the side of the tank in front of the 3d BG until you save up to get a canister.

Thanks for the link.Yea I may just wait and try to get a small eheim classic or a similar canister fliter.Ive seen hob's on tanks with 3d backgrounds but some people complained about the water flow behind the background to be limited.

Exactly what I decided to do.I went and got an AC50 with my petsmart giftcard.I was thinking about an AC70 but they were out.
 
Update.Well its together and cycling.Still a little cloudy but not too bad.I still have to add a few rocks and or plants to help liven it up a little.Not to mention fish eventually when i decide on what i want lol.
