20 gallon long overstocked ?

I thought rosy reds could thrive in cold and hot water?
I will be not be adding a heater the 10 gallon
I have my temp at 75 in the 20 gallon currently
I will be moving the rosy reds to the 10 gallon and getting rid of at least 7 to give then more space in the 10 .
I thought rinsing the filter media was only every few months to not disturb the bacteria
I have sponges on the intake I clean those in tank water every week.

Bacteria will live on all surfaces. In a well cycled tank, a change to any one thing won’t make a major difference.
Rosies do well anywhere, but thrive in the cooler temps.

I rinse out my HOB filters mechanical and bio media in aquarium water removed during water changes every 2 weeks. I rinse sponge filters every week.

I never heard of that but I doubt it.
Although I've seen mine get pushy with one another. Don't believe they would bully another fish species.

Funny enough, mine would steal food from dwarf puffers (one of those things that I think counts as suicidal for a fish).
A rosy really can’t hurt a neon. They don’t have the required size or weaponry.

My advise is a little different.
Not necessarily correct.
Your fish are happy and healthy. They are not the longest living fish or the largest growing. Yes you are overstocked , but with a good water change regime in a planted tank. You have a fallback option of a 10g if things do start to show strains.
Using a commercial stocking app you are 151%, not great but again all small fish.
Personally my advice would be to continue with the tank as is , continue the good weekly water changes, washing the filter media in tank water weekly too.
I don’t like the idea of moving some happy fish into a probably bare 10g. Just seems to be inviting problems.
