You need to know how to exploit all the features or else even a $10,000 camera won't work well for you.
Very true, study up on apeture, ISO, and shutter speeds. Make sure you get one with adjustable settings and then you'll start taking better pictures. It takes TONS of practice.
 
yes olympus is good but i got a D-220L there like 75$ at walmart found it when we moved in.there aint many fetures on it its a point shoot.pics come out fuzzy blury. thanks for the suggestions. EWURM i have a 50 polroid from walmart that crapped out.im not upto date dig cam's was just ask for recomendations

lol but you're shortening your life with cigs so that's kind of ironic. In your price range would be the Canon A series. You can get them between $150-$300 depending on which model you choose.

Here's a picture I took with a cheap Canon A520. Personally I hate it but I can't afford anything better right now. It's cheap but it can still take fairly good pics if you know how to set it up properly.

Well it focuses slow and also not always on the right spot. It's also very grainy at high ISOs so I can't take a lot of action shots unless there's a lot of light.
