You'll need approximately 1500w to hold 250g @ 76*F with an air temp of 28*F.
One word...Insulate!
Styrofoam insulation sheets or fiberglass roll, all sides plus top and double bottom (2" styrofoam for the bottom so it won't crush).
If you build a box around the main pond, you could attach a small ceramic room heater and blow hot air in between the two.
