I think a 29 would be great, do a ton of research!!!
would not put damsel in for the cycle, the live rock and the live sand will do this for you. you can also find another local reefer or LFS to get a cup of sand from an established tank.
I would not get a mandarin or scooter blenny, they both eat nothing but copepods and other microfauna. the angels are very iffy in a 29, not a lot of room, even flame and CB get too big sadly. I do think clowns would be fine and there are a ton of other blennys (scooters are not really blennys, they are dragnets like the mandarin), gobys are great, and the smaller of the wrasses, such as the six line and some of the fairy and flashers. I would not do the sea hare either, not for a first timer and such a small tank.
water changes are your friend, do not top off the water lost from evaporation with salt water. if you can use only RO/DI water.
research the hell out of your corals, choose smart and stick with softies, zooanthids, and some of the hardy LPS do fine with pc lighting.
