probably not, that's the kind of bulb people use on their 10 gallons. It may be adequate to grow very low light plants, but they won't grow quickly.
To put it simply, the bulb you have uses 26 watts of electricity, but because compact fluorescent bulbs are more efficient, it produces the same amount of light as an incandescent bulb which uses 100 watts.

agreed. I have grown plants easily for years without following any rule. just decent light and good fertilizers..
