No to the severum, I'm not familiar with a Siamese barred cat. IMO the others would be fine
 
with cichlids, or really any territorial fish for that matter, it's more about the footprint of the tank than the gallons. Especially if it's not a single specimen tank. You might be able to get away with one severum and nothing else in there for a good long while but consider the tank dimensions:

29g: 30 x 12 x 18

20g Long: 30 x 12 x 12

30g Breeder: 36 x 18 x 12

Cichlids pretty much make their territories on the bottom, and that's where they hang out. As you can see a 29g is essentially a 20g Long but taller. To most cichlids, the area of the bottom is what matters (angelfish and discus maybe being the exception), not the height. If you look at the 30 breeder it's footprint is 36x 18 giving it a total service area footprint of 648 in sq, versus the 20L and 29g footprint of 360 in sq. That means it has 288 sq in more space for a cichlid to roam. That's a big difference considering the 30g breeder only holds one more gallon of water. That's why 29's are so cheap. All the gallons of water do is give you an idea of the amount of water that the fish waste is diluted in. More gallons mean the fish can go longer between water changes, and will grow faster because they emit pheromones that inhibit their growth which are also diluted in the water. The inch per gallon rule is really only for determining filtration. With most of the fish people are keeping on this board, footprint is more important.
