This guy built a 14' x 3' x 3' tank in his basement
he framed like a house (except he went with 12" OC construction, instead of 16" OC)
He used 1/2" plywood with 5/16" hardie board liner coated with drylock (a water proofing material)
I think he shows that this kind of thing can be accomplished with out resorting to fiberglass on the inside.
The tank did have a minor leak after 6+ months and he was forced to drain it, he goes into detail as to why the tank failed and what he did to repair the problem
