get a volitan in my experience they dont move much and they only move when you put a small damsel in with it. You will have to feed it live but you can get it on frozen shrimp. I would keep one volitan by itself with some cheap damsels for a snack.

ok is anyone gunna help me i would really like to know exactly what i need and a cool lion fish my favorite being the radiata but ive only found them online sold out
 
You'll need - aragonite (or live sand)
Live rock is very advisable
A HOB filter or some other filter full of bio-rings

That's all you'll NEED. You can decorate too. For a tank of 30 gallons, a fu or a fuzzy is good. A radiata...maybe not.

Also from my reading, most of the smaller species like to hide. I agree with you on the fuzzys not being too attractive. Maybe look at the antennata, looks similar to radiata, except not as hard to find.

As far as what it needs, I'd advise like others said, substrate, saltwater, and somewhere to hide. However, it doesn't have to be LR, but they do need good filtration, so if your not doing it that way, and plan on skipping out on LR or substrate, you need to still figure out another way to get good biofiltration.

antennata are full sized lionfish... basically a 10" sphere of a fish.. the radiata only gets about 8" reasonable but still not ideal

with a 40 breeder, or comparable width tank, i'd have no objections to one

Where did you get this info? everywhere I look says the radiata is the bigger of the two, and needs the larger tank actually.
