Bacteria needs Oxygen to survive... and we have "Dissolved Oxygen" in our aquariums water to begin with, or else our fish would suffocate.
 
Utilizing the "wet/dry" approach to biofiltratoin is an option, but it is not a requirement. If it were a requirement canister filters would be obsolete...

The basic concept of a refugium is to have plants in your sump… low light plants tend to reply more on nutrients from the water… fast growing plants tend to use more nutrients…
 
I suggest spending some time with Google and getting familiar with the concept of a freshwater refugium before making a decision wither way.
