A planted tank alone, is a hit and miss thing.. at least for me it is. Even when you've done the research and are pretty confident that your not screwing it up.. doesn't always turn out good.
I would say if your gonna do it, take your time and reseach.. and you won't get all the answers you need by starting a thread... most of it is going to be on you...

I just know that this thread is going to give me a headache but I'll try to help anyway.

For a substrate sand is fine but a commercial substrate designed for plants is better. Or you could put actual fertilizer for lawns in your tank and put gravel on top. I recommend the commercial plant substrate though. You can buy it at pretty much any pet store. Someone else can chime in with a specific brand recommendation.

Also forty gallons is not big enough. It will be fine for now but look for a 90 or higher in the future.

In regards to light you should read some stickys as you seem to have a poor knowledge of lighting. Buy bulbs of the proper length and temperature of 6500K or higher ( within reason).

And no you cannot, or at least should not keep severums with them. At least I recommend against it. Especially in a 40 gallon.
