I might build a 400 gallon pond (6ft long by 3ft wide by 3ft deep) and I want to know what fish I can put in there. I want to Oscars and a redtail since it shouldn't grow huge the pond.

It should only grow compared to how big its environment is

For a red tail catfish, you'd want something at least 8.4 meters long and 2.1 meters wide when following the 6 times the length and 1.5 times the width rules from Practical Fishkeeping and Seriously Fish.
Height is much less important so it can be fairly shallow. But if it was, say, 1.4 meters deep (equivalent to the red tail catfish's length), it would amount to 24,696 liters. Much more than than 1818 liters you propose.

What would be good for the pond pond other then goldfish and koi. I was thinking oscars
