If you go with peacocks, imo 1m and 3f would work but in that case only the make would be colorful regardless of what peacock you got. Furthermore I think that size tank would be too small for an all male setup.

Lemon Jakes are on the bigger side of the peacock world, I would stick with just them and even that's pushing it.

A bushy nose pleco for algae control. I would stay away from adding any synodontis because they'll just add more waste to the tank. The only clean up they do anyways is eating extra food which can be fixed by just feeding less.

Don't see why you can't add 3 synodontis petricola to that tank. They get around 4 inches and grow very slow. Run an ac 110 to the tank and it will handle that bioload without any issues.

Will the female lemon Jake's colors be very vibrant or just a dull grey/brown?
