Oooooooo I misunderstood, thought I read something about tank construction. if you are not holding anything together that requires a waterproof seal then I am quite confident that 24 hours is plenty enough time

- It's okay... I know that is the first thing that most aquarists think of when silicone is mentioned.... Yeah, so far I have a female lithobates in the 180gla that I installed the Partial 3D Background in and everythin cured at the least 25-26 hours and most of it cured closer to 36-48hours. Just happened that way. I was goo dwith 24. I did a once over most of the seams and they all seemed rubber like....

Question....

How long does it take for fish to show symptoms IF there were an issue with toxicity from the silicone?

If your fish ain't dead by now, you are ok. "Uncured" silicone will kill fish within a couple of days, plus it will kill off your benefical bacteria. I have seen this more than once and have personally witnessed the bacteria kill off in a cycling tank myself. The problem with 3D backgrounds, is sometimes it takes a huge amount of silicone to hold it in place (depending on the size of tank, of course). That, coupled with it being fairly airtight, it takes longer than 24 hours to cure. Adding water too early, and it will never fully cure. Silicone is very toxic before it cures.

But, you seem pretty confident, and did't want to listen to anyone.

So, how many fish did you actually lose?
