I don't know that it's necessarily THE closest, but it's certainly not bull. Puffers and Mola mola are both in the order Tetraodontiformes, along with triggerfish, filefish, cowfish etc.

I remember they had a HUGE one at the Monterey Bay Aquarium awhile ago. Last time I went, they didn't have the big one anymore, but they did have a smaller Sunfish.
