For a dirt tank, get some cheap potting soil that has no fertilizers in it. Lay down maybe 1/2 inch layer or less in your tank then cap it with 1/2 inch or more of sand. After that your basically good to go.
If you go the shrimp route don't mix ghost shrimps with cherries. Ghost shrimps will tear them up.
I agree bettas are pretty active fish. They need warm temps though to thrive. Like 82F and up. I recommend bettas in at least 10 gallon tanks. They still need their swimming room too.
