Most fin damage is not permanent, unless it gets to the root of the fin, or the flesh of the body of the fish. The exception being the rays of the dorsal fin. If the spiny rays of the dorsal fin are damaged, that is permanent. But, yeah, a picture would be nice.
 
Oh, that's easy to fix. As long as your water quality is superb, just take a sterile implement and cut the fin off just below the rips, not too close to the body, and the whole fin will grow back perfectly. But I mean, low particulate matter in water, very low nitrates, 0 ammonia and 0 nitrite, and don't overfeed. I would obviously do 1 fin at a time.
 
I wouldn't cut the fins. They will repair themselves over time. They grow out, like hair or fur or fingernails do... Constantly growing and replacing itself. Its hard to say about the dorsal fin, though. Like I said, if they rays are damaged, the tissue between will only fill out as far as the rays extend, and the spiny rays will not grow back.

I agree, I dont know where the whole "cut the fin" thing came from, but I hadnt heard of it until recently. People have been letting the fins grow out for years with no problem I wouldnt start mutilating my fish just because someone says it gets results.
 
I wouldn't cut the fins. I don't know why people do that... It looks permanent to me though. I had a Jack Dempsey that I bought with similar fin damage and it never healed. Also had a pleco with similar fin damage ambit never grew back either.

Yeah, it won't heal on its own. I had a short-body paratilapia polleni with a splattered tail like that, I cut it, and it grew back in a week, looked perfect. I think the fish liked it's new tail, too.
