Yeah, it won't heal on its own. I had a short-body paratilapia polleni with a splattered tail like that, I cut it, and it grew back in a week, looked perfect. I think the fish liked it's new tail, too.

maybe you just had crappy water quality, Never had any problems getting fins to repair unless its the spiny rays in the dorsal which are perminent.

Now that I think about it, the fins on my jd and pleco that were damaged with dorsal fins.

No, if anything maybe I changed too much water too often.
 
They'll grow back. Can't see the dorsal rays, but the tail fin and the soft, tattered back part of the dorsal fin the fins on that fish should be fine. I've never had a fish with split fins not grow back...
