If he does not plan to pull the fry stocking the tank full from the start will only cause problems...

I would never put that many peacocks in a tank together... 3m and 9f. In the long run that would be a problem. I have seen people who have small peacocks, but mine always end up so big that they would never all fit in there!

Do Demasoni if you want to stock a full tank! They pretty much take care of there own.
