I think I used that tissue when I was doing that quick build smaller fish tank with the pond liner at the bottom. I used silicone to seal the sides of the of glass, and so that silicone will not stick to your fingers you'll have to keep your fingers clear of silicone (that's where I used the tissue) and keep them wet.
