Well we lifted and lowered my 8x4x3 full of water nothing to bad ! the tank will walk a bit but...if you want to be safe id agree with draining the tank, its not fun being near a tank that size when it busts...
As for packing maybe use compressed cement sheeting, its much stronger then most shims, wont rot and you can get a sheet of it for nothing !! We dont have wooden shims down here.
