Would it be possible to replace roselines with boesemani rainbow fish? (1 male 4 - 5 female)
And could I replace the black neons with penguin tetras?
 
Looks good to me except I would consider rummy nose tetra as a great larger option. I have an Amazon Biotype”ish” planted tank and they do well with medium sized angels and Bolivian cichlids. My neons were eaten within 3 days.

Also… on the lid/no lid… I’ve not had any issues without a lid. I have done Pothos growing out of the top that really helps with the water quality that wouldn’t work well with a lid. It’s very healthy and I constantly have to keep it trimmed.

As long as you don’t have jumpers like hatchet fish or escape artists like eels you should be ok. You can lower the level of the water a bit to help but I’ve not had any issues despite keeping it full.

Ok. Are penguins similar? I like the rummynose patterns, but the penguin is probably my favorite.
 
Should I still keep the roselines? I heard they can’t tolerate nitrates more than 10.
And if I shouldn’t have them, could I go with 1 flag tail? I know they are schooling, but are they able to be single?

I heard boesemanis are a-holes. So I'll take the rainbows out. What is a centerpiece fish that I could replace them with. Is a severum too aggressive?
The only reason I want the keyholes is because I want them to breed. Are Keyholes the easiest fish to breed? If not, what is? Kribensis, Bolivian rams? If any of those fish don't have a very good chance of breeding, I am thinking of adding kuhli loaches.
If there is any wide-open space, I would like another phantom pleco in hopes to breed them.

I would have a lid. I've had Boseman's and Penguins jump out. Most fish can jump to escape predators. These two species also fought withing their groups to the detriment of weaker ones.

I would go with Black Neons instead of these as they are more compatible with one another.
