45 mil EPDM min. I used 60 mil for my pond b/c the price was right.
 
you could always just use sand to level the pond bottom, you need to have something to stop the liner pinching under the frame which could cause problems.

Im planning a pond for my garden and hate the idea of cutting liners so i was planning to use one of these

its called a retro bottom drain you can google them they have them on ebay.
basicly it works like a bottom drain but you dont have to cut the liner then you plumb it inline with a pump to the filter.

if you do go that way remember to add a small slope towards the centre of the pond so waist collects there.
from what ive seen these work 10x better than just having a pump in a case sitting on the bottom of the pond.they can come with air rings on top of them but you can just buy a pond airstone and stick it on yourself. this adds the advatage of creating a flow on in the pond towards the drain.

I am putting 3/4" foam insulation board on the bottom of mine. This gives the liner a nice smooth surface to sit on and helps maintain temperatures. In fact I am lining the entire inside with the 3/4" foam, I would suggest doing the same. This will keep it insulated and ensure the Liner is sitting on a smooth surface with no chance of getting punctured.
