to bad you dont live near toronto, im a contractor and ive done a ton of ponds and waterflows, goodluck though, you'll enjoy it
 
do some bullheads, bluegills and a lmb just one so they dont breed and when the bluegills breed they will become food.
 
At 13x10x only 1.5' your looking at about 1400+ gals. Much more than the 800 you figured. Go at leas 2' deep. At that depth, even in USDA Zone 4, which in Minnisota, all fish willl survice the winter provided a hole in the ice is kept open. Don't worry about any low temps. for natives, they are in the frozen lakes around you now aren't they?

thats why you get floating heaters to make sure the surface doesnt freeze.

if you want my opinion, i would get one smb one lmb, a channel or bullhead cat, a yellow perch, and several white perch(im a big fan of white perch :) )
 
You can use floating heaters to keep a hole open, or you could put an airstone with a small air pump, the surface agitation should keep a hole open. Your waterfall feature could provide the same effect, I don't have much experience in this area living so far south though
