99 ranch wouldn't sell me a live largemouth

For the past couple months I've been trying to catch a largemouth at my local overpressured city lake with no luck. So I call 99 ranch and ask them if I could buy a live largemouth from them. They said yes and to just bring a bucket of water. So I drive 45 min to the only 99 ranch I know that sells them and they say they can't. They need to kill it first. I know the law but I thought they would cut me some slack. I mean what's the harm of having a farm raised largemouth as a pet?
 
The harm is that the farm can lose it's license if they're caught allowing a live LMB off their farm to a buyer without a stocking permit. A family's income is definitely not worth the risk of a single bass sale.
Hopefully you took advantage of where you were and checked out the operation of a breeding farm. That would definitely make a 45 minute drive worthwhile.
