Actually its very simple, Gravity is our friend :D I have a few set-up this way and they work out great. Bottom drilled tanks and stand pipes :naughty: Every tank gets equal water flow/circulation.

But in my experiance, in a watt:size ratio, smaller tanks consume more energy. Perhaps tearing down the small tank is a fesiable option?
