He is keeping his weight to the outside as much he can and is careful when moving, I see no issue with this. The tank should be able to hold a 80kg bloke.
It's not dangerous to get wet and work inside a big tank. It's dangerous to turn on the hood light and lied on top of it while working. What if the hood fails. He and the light could fall inside and it's a perfect set up for electricution.
Everything in and around the tank is set up for electrocution.

Not really. If you submerge your arm and get an electric shock, you can withdraw your arm. If you fall into the water and get shock, you are dead. Here is how you can commit suicide. Submerge yourself in a bath tub and throw in a life electrical appliance.
I find this hard to believe cause serval members have been shocked and they said once your hand is in the water and you get shocked it locks up your muscles like a tazzer.
Even small shocks can lead to death and that I know first hand. My heart stopped twice from just touching a plug prop with my hand.

I've been the recipient of a lot of heater, lights, and even broken filter shocks over the years. It's like someone shoved the energizer bunny you know where! One of the worst things that could happen while messing with a tank. Depending on where you get shocked, but usually an hand or arm. But the shock feels like its holding you to the water's surface, you finally get your arm out and you're left with an aching arm that is so tense and flexed that it usually takes a few mins before the parlaying sensation is gone. It's not fun, and can jump start your heart like a pace maker would.
