if by clean you mean the inital washing, its a bit difficult. you will want to wash wash wash wash and wash it again, if you dont the dust in the bag will make your water look like chocolate milk for a couple weeks. the best way to do it is was small amounts at a time, and clean it until the water runs off it clear.
flourite can be cleaned with a gravel vac. since it doesnt seem your heavily planting it, if you use flourite or equivalent plant substrate, i would just use layer under the gravel or mixed in with inert gravel or sand.
so people say spectrum doesnt matter, but in my expierence it has considerable impact on some plants. so i recommend the bulb you get to be in 5000k-10000k.(k is kelvin.), that being said i have grown basic swords with reef power compact(half blue half white, roughly equivalent to 15000k).
you want the wattage of the bulbs to equal 2-3 watts per gallon. you get this number dividing watts by gallons of water in your tank.
plants only need 6 or 8 hours of light a day, so perhaps you could set a timer to turn on the plant lights when your at work, turn them off when you get home so you view the plants in your prefered spectrum.
