i would like to have a few small fish and mabey a little bit of live rock

if your doing a reef tank with sessile inverts,motive inverts and fish ... then your going to need alot of "kit". If your doing a FOWLR then the more rock you have in the tank is going to make your water clear and no need for a filter because the rock does the work....either way you need a skimmer these are excellent and really do a good job if you get a good one.

in a FOWLR doesn't matter what type of lights you have but you could change them in the future for a full reef tank.

thinking about fish...its always a good idea to think of the fish you want then accomodate them to the type of tank. obviously in a 15G tank your limited but there are some good choices. my tank is 15G and at the moment is FOWLR and live sand...

i have a longish list of fish suitable because i'm looking for fish myself so if u wanna chat on msn about it.....
